FM Noise or Phase Noise
 
Noise signals (sometimes called "noise skirts") appearing in the output spectrum around the fundamental arising from short-term variations in the output frequency. Phase noise is usually expressed in terms of dBc or an RMS-frequency-deviation-in-a-specified-video-bandwidth at a specified frequency removed from the carrier. See also Flicker Noise
